MINUTES OF PINE COUNTY BOARD MEETING        Regular Meeting
Tuesday, 1:00 p.m. Public Works Building in Sandstone

Chairman Montbriand called the meeting to order at 1:00 p.m. Present were Commissioners, Doug Carlson, Steven Chaffee, Stephen Hallan and Curt Rossow. Also present was Clerk to the County Board, Interim County Coordinator Mark LeBrun.
 
The Pledge of Allegiance was said. 

Chairman Montbriand called for public comment.   No public comment made.

Commissioner Carlson moved to adopt the amended agenda, Commissioner Rossow seconded.  Motion carried. 

Commissioner Hallan moved to approve the minutes of February 17, 2009 County Board Meeting, Commissioner Rossow seconded. Motion carried.

Commissioner Rossow moved to approve the consent agenda, Commissioner Hallan seconded. Motion carried.

Land

County Auditor Cathy Clemmer provided a brief overview regarding the resolution presented for the cancellation of tax-forfeited lands and tax-forfeited repurchase contracts. Auditor Clemmer stated the parties would have a ninety-day redemption period and that if not brought current, including payments, tax and interest, the parcels would most likely be on the 2010 County Land Auction.  Commissioner Carlson motioned to approve and adopt the resolution as presented.  Commissioner Hallan seconded.  Resolution passes unanimously.

NOW, THEREFORE, BE IT RESOLVED; that the Pine County Board of Commissioners hereby approves the cancellation of land purchase of repurchase contracts as provided for in M.S. 282.01.

Land Commissioner Kurt Schneider presented a resolution for repurchase of property described as follows: West 330 ft of East 645 ft of Northwest ¼ of Northeast ¼ of Northeast ¼, Section 36, Township 38, Range 21, Subject to a driveway easement over and across the East 15 feet thereof PID #43.0605.000.  Commissioner Chaffee motioned to approve and adopt said resolution.  Commissioner Rossow seconded.  Resolution passed unanimously.

 

RESOLUTION #030309-02

WHEREAS, Layton Gunderson, the former owner, has made and filed an application with the County Auditor for the repurchase of the hereinafter described parcel of tax forfeited land, in accordance with the provisions of Minnesota Statutes 1945, Section 282.241, as amended, which land is situated in the County of Pine, Minnesota, and described as follows, to-wit:

West 330 ft of East 645 ft of Northwest ¼ of Northeast ¼ of Northeast ¼, Section 36, Township 38, Range 21, Subject to a driveway easement over and across the East 15 feet thereof

and WHEREAS, said applicant has set forth in his application that

Due to medical reasons and due to non-payment of rent from renter, could not afford to pay the taxes

and that the repurchase of said land by me will promote and best serve the public interest,

I will be evicting the renter, cleaning up the property and will continue to pay the taxes.

and WHEREAS, this Board is of the opinion that said application should be granted for such reasons,

NOW THEREFORE BE IT RESOLVED, that the application of Layton Gunderson, for the repurchase of the above described parcel of tax forfeited land be and the same is hereby granted and the County Auditor is hereby authorized and directed to permit such repurchase according to the provisions of Minnesota Statutes 1945, Section 282.241, as amended.

Coordinator

Coordinator Mark LeBrun presented for approval and adoption a resolution in support of Lakes and Pines Community Action Council, Inc. authorizing application for Minnesota Housing Finance Agency Family Homeless Prevention and Assistance Program.  Commissioner Hallan motioned to approve and adopt said resolution.  Commissioner Chaffee seconded.  Resolution passed unanimously.


RESOLUTION AUTHORIZING APPLICATION FOR MHFA FAMILY
 HOMELESS PREVENTION AND ASSISTANCE PROGRAM

July 1, 2009 – June 30, 2011


WHEREAS, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide assistance to low-income families and youth to prevent homelessness; and

WHEREAS, Lakes and Pines Community Action Council, Inc. has developed an application as an Administering Entity for the Minnesota Housing Finance Agency Family Homeless Prevention and Assistance Program; and

WHEREAS, Lakes and Pines Community Action Council, Inc. has demonstrated the ability to perform the required activities of the Minnesota Housing Finance Agency Family Homeless Prevention and Assistance Program.

NOW, THEREFORE BE IT RESOLVED, that Lakes and Pines Community Action Council, Inc. is hereby authorized as an entity to be charged with the administration of funds made available through the Minnesota Housing Finance Agency Family Homeless Prevention and Assistance Program, in the County of Pine.


Coordinator LeBrun gave a brief legislative budget update.  Commissioner Hallan lead discussion regarding a program with the State of Minnesota for lands-in-lieu of taxes.
