NON-COMPLIANT SEPTIC REPLACEMENT PROGRAMS:
Pine County offers two separate septic programs for replacements of non-compliant septic systems in partnership with the Minnesota Pollution Control Agency:
Low-Interest Loan: Repair, replace, or upgrade of any portion of a non-compliant septic system deemed an Imminent Threat to Public Health or Failing to Protect Groundwater.
- 3% Interest Rate
- Term of Loan: 1 year per $1,000 borrowed
- Repayment: Special Assessment on Property Taxes
- No Income Restrictions
- $96 Application Fee
Low-Income Grant Program: Repair, replace, or upgrade of any portion of a non-compliant septic system deemed an Imminent Threat to Public Health or Failing to Protect Groundwater.
- Low or Very Low Income
- 0% Interest Rate
- Obligation to repay is reduced by one-tenth of the original loan amount after each of the years
- Forgivable after 10 years of living in the home
PUBLIC NOTICE REGARDING PINE COUNTY'S PARTICIPATION IN CLEAN WATER PARTNERSHIP LOAN PROGRAM (06/02/2020)
The purpose of this notice is to advise the public that the Minnesota Pollution Control Agency staff has reviewed the proposed Pine County Subsurface Sewage Treatment Systems project and has determined that the preparation of an Environmental Assessment Worksheet (EAW) is not mandatory. A preliminary determination has been made that no significant environmental impacts are anticipated.
The Pine County Subsurface Sewage Treatment Systems project has been awarded a loan under the Minnesota Water Pollution Control Revolving Fund and is, therefore, subject to the State environmental review process. Subsurface sewage treatment system upgrades or replacements within this project will be in accordance with Minn. R. ch. 7080, which provide the minimum standards and criteria for design, location, installation, use, and maintenance of subsurface sewage treatment systems.
